
A recent post from the policy blog?of?Tearfund, a Christian international aid and development agency, compares the experiences and outcomes of Public Expenditure Tracking (PETS) committees in two neighboring Tanzanian villages. In Bahi Sokoni, local officials have threatened, coerced, and attempted to bribe PETS committee members trying to monitor and track local government spending, thus blocking any effective oversight and accoutnability. The PETS committee in Mpamantwa village has had a very different experience, where they have overseen doubling the number of classrooms in the local school and stocking the village health clinic with adequate medicines.
